For example, out here in the hills if you want to put a trail in on forest service land, you need to pay for an impact study to be done before you can build. These impact studies typically run about $100k for the smallest plots.<br /><br />That is why most mountain biking trails out here in the hills are either on private land or built secretly, kept a secret, and only ridden by trusted individuals.
