A cranky Pierre commenter last night said HB 1124 isn't really a "voucher" plan as the term is usually used in the media discussion of education. Unfortunately, the commenter was more interested in jsut calling me stupid than in explaining what the bill is actually for.
I'm a great supporter of education, including my own! Is HB 1124 just a shell for a general funding proposal? Are the vouchers referred to in the bill just the formal administrative paperwork the secretary of ed and state auditor process to transfer money from Pierre to the districts? Policy wonks, your explanations are welcome!
Update 16:10: And we have that explanation! My lovely wife forwards a simple and instructive message from Rep. Rhoden. Both she and Rep. Rhoden are very helpful... and I've learned a new legislative word of the day: placeholder!
