In a clever ploy to avert any tea parties, the city of Madison is moving toward allowing beer parties in city parks. Ordinance 1478, creating an easier permitting process for the consumption of alcohol in Madison's public parks, railroad depot, and city armory, gets its first reading at tonight's city commission meeting.
